A traffic stop was conducted in the same location. R/O observed an opened alcoholic beverage inside the vehicle, and detected an odor of an alcoholic beverage emitting from the Suspect's breath. A WALES/NCIC check revealed the Suspect had no valid permit in the District of Columbia, Maryland, or Virginia.
